Bug#993395: libconfig-ini-perl: broken by libmixin-linewise-perl

Package: libconfig-ini-perl
Version: 1:0.025-1.1
Severity: serious
Tags: ftbfs fixed-upstream sid bookworm

As seen on ci.debian.net, this package fails its test suite with
libmixin-linewise-perl/0.110-1. The regression is currently blocking
libmixin-linewise-perl testing migration.

The issue is presumably fixed upstream in Config-INI:

0.027 2021-06-22 22:27:53-04:00 America/New_York
        - require Mixin::Linewise v0.110 to cope with new error message

I haven't checked if this is only build time breakage, or if run time
is affected too. In the latter case libmixin-linewise-perl probably needs
to add a Breaks entry.
