Tracking this as a bugreport of its own.
Here is sample output as currently done by licensecheck:
Files: foo
Copyright: 1999, bar baz
License: UNKNOWN
FIXME
An idea is to expand the default to something like this:
Files: foo
Copyright: 1999, bar baz
License: UNKNOWN
FIXME: License not identified - should be copied verbatim here.
Confidence: Unverified
Comment:
FIXME: This section was autogenerated and should be verified.
Where Confidence: field could instead be e.g. Maintainer-Verified or
Upstream-Verified (see DEP-3 for inspiration).
See also bug#1001635 about distinguishing reasons for licensecheck
giving up, which could be used to produce varying output.
