This package fails to build from source in current sid, and presumably
on testing too.

It looks like this broke with libtest-output-perl 1.032-1: reverting to
1.031-1 locally makes it go away for me.

>From what I can see the libdist-zilla-plugin-requiresexternal-perl
autopkgtest checks didn't get triggered for libtest-output-perl testing
migration at all. I don't understand why.
