This seems to be an accidental regression in libtest-output-perl, where
upstream version 1.032 did not include the changes in 1.031, resulting in
https://github.com/mjgardner/Dist-Zilla-Plugin-RequiresExternal/issues/7
resurfacing.
I'm reassigning to libtest-output-perl. Upstream has just released
1.033 which I expect fixes this.
