Not yet — during the softfreeze just 10 days of migration delay are
actually enforced, even for key packages.

According to https://release.debian.org/bullseye/freeze_policy.html
and https://release.debian.org/britney/hints/freeze only from the
hardfreeze onwards (as it is a key package since piuparts depends on
it according to https://udd.debian.org/cgi-bin/key_packages.yaml.cgi).
