Bug#981493: perl: 5.32.1 needs to Break older versions of libdevel-mat-dumper-perl

As seen in #981408, libdevel-mat-dumper-perl now has a strict
dependency on the same Perl version it was built with. However, partial
upgrades could still result in a broken combination of an old version
of libdevel-mat-dumper-perl and new version of perl.

This can be prevented with a Breaks: libdevel-mat-dumper-perl (<< 0.42-3)
on the perl side. I think either perl or perl-base should work, but
perl-base is probably the right place to put this.
