I confirm I can reproduce the issue on my end.  Looking around
line 42 in the corresponding source code, I see an overdue
expiration date suspiciously close to nowadays:

 41:    $jar->add( $req, "lang=en-US; Expires=Wed, 09 Jun 2021 10:18:14 GMT" );
                                      ^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^
 42:    is( $jar->cookie_header($req), "lang=en-US" );

If postpone expiration by say ten years, the test passes for me.
I see if I can upload something today…
