Bug#996940: libcairo-perl: pkg-config really required?

Package: libcairo-perl
Version: 1.109-1

Two years ago [1], the developer-only tool pkg-config was added as dependency. Because of that, every (even a minimal) Ubuntu Desktop contains that tool nowadays, because its Update Manager depends on libgtk3-perl.

Does this package really use this tool at runtime? If yes, currently every user even non-developers have to install pkg-config. Any possibility to avoid that?

The same bug report was created for the packages libglib-perl and libcairo-gobject-perl.
