As first seen on ci.debian.net, this package has a test failure which
also happens at build time:

This is a bit suprising as we have debian/patches/bug-952180.patch
which fixes the same test (#952180), and now the issue has (almost)
reappeared the other way round although I see no obvious changes (no
uploads of neither libtest-xml-simple-perl nor libxml-libxml-perl).
