Thanks for filing this, Paul.

It is caused by changes to String::Copyright affecting how wrongly coded 
data is handled.  String::Copyright is documented to take strings as 
input, not raw data, yet its testsuite tests cases of feeding it 
misencoded data - and App::Licensecheck tests even more.

I'll get around to fixing this.  Thanks again,
