Dear Maintainer,

currently libmodule-build-perl needs to be installed manually in order
to build Perl modules that use Build.PL with CPANPLUS.

There's a build dependency on libmodule-build-perl in debian/control,
but the runtime dependency is missing.  Module::Build used to be
distributed with Perl but was removed from Perl 5.22.  See
perl5220delta.

If Module::Build is not installed, CPANPLUS outputs the following
message and quits if a distribution has got a Build.PL file:

[ERROR] You do not have 'Module::Build' -- 'CPANPLUS::Dist::Build' not
available
