Let's remove it - popcon has dropped below 20 at this point
(https://qa.debian.org/popcon.php?package=libarch-perl) and I
can no longer discern the line for it on the percent graph

The last upstream release is more than 12 years old - https://metacpan.org/dist/Arch/changes

libarch-perl by itself is also not useful, it's a library meant to be
used by other software - and no reverse dependencies are packaged in
Debian.

I have some experience with arch, but all arch repositories I knew
about have also long since migrated to other VCSes. I think there's an
argument that tla itself should be kept around, to at least allow
people to be able to access old repositories and migrate away.
