This package cannot be rebuilt for the next Perl transition
because of circular build dependencies.

So when the new perl makes the binaries uninstallable, they both
need each other to be rebuilt first.
Building with the 'nocheck' build profile would solve the issue, but
I don't think the Debian binNMU machinery supports this.
Filing against libsyntax-keyword-dynamically-perl but this could
be fixed in either package.
