libsys-gamin-perl is an interface to Gamin, an unmaintained file access
monitor implementation.

Chris Hofstaedtler suggested that it should be removed more than 2 years
ago (#982088), and there has been no response to that bug. Now that
bookworm has been released, I think it's time to look at removing gamin,
which requires removing libsys-gamin-perl first.

I've confirmed that nothing in Debian has a dependency on this Perl
binding.
