The attached trivial patch fixes the build failure on hppa as can be

Ideally, could you please push the patch upstream (if OK) as well?

[PATCH] Fix slatec build failure on hppa platform

On hppa the object files for shared libraries need to be compiled with -fPIC to
avoid those link failures:
/usr/bin/ld: slatec/j4save.o: relocation R_PARISC_DPREL21L can not be used when making a shared object; recompile with -fPIC
/usr/bin/ld: slatec/tqlrat.o: relocation R_PARISC_DPREL21L can not be used when making a shared object; recompile with -fPIC
/usr/bin/ld: slatec/xersve.o: relocation R_PARISC_DPREL21L can not be used when making a shared object; recompile with -fPIC
/usr/bin/ld: BFD (GNU Binutils for Debian) 2.43.1 internal error, aborting at ../../bfd/elf32-hppa.c:3906 in elf32_hppa_relocate_section

Fix the problem by adding hppa to the lists which need fPIC.
