This package cannot be built with gsl/2.8 from experimental as it
declares an explicit relationship:

Build-Depends: libgsl-dev (<< 2.8~)

Perhaps this is done for good reasons; I cannot tell.

In any case, this issue should be resolved at the time the GSL
transition starts -- either by an earlier sourceful upload removing
the constraint (thus allowing binNMUs) or a coordinated (with the
release team) upload during the transition which updates the above
requirement to the relevant version.

The severity of this bug will be raised to "serious" as soon as
gsl/2.8 is uploaded to unstable.
