Bug#1109426: openpgp-applet: Please finalize Vcs-Git WIP and upload 1.1-4

Hi,

Ooops. That's me forgetting to upload in 2022. Sorry about that!

In the meantime, some new issues showed up (e.g. recommended package 
removed from the archive), but I did fix those yesterday.

I'll upload as soon as Trixie is released, since I don't think it 
warrants an unblock request, unless you really want your name removed 
from uploaders in Trixie.
