Ew, dist.ini was commented out upstream:

$ cat dist.ini 
;; class = 'Dist::Inkt::Profile::TOBYINK'
;; name = 'Type-Tiny'
;; source_for_readme = 'lib/Type/Tiny/Manual.pod'

Short term solution: skip this file as it does not contain relevant 
information.

I'll think about a longer term solution.
