Dear Maintainer,

The tool scan-copyrights fails when trying to scan package librsvg. This issue
seems to be caused do to entries like:

- license.workspace in gdk-pixbuf-loader/Cargo.toml
- authors.workspace in rsvg_convert/Cargo.toml
