It built and tested likewise some time later on riscv64 for me
as well. The failing test looks to cover memcached_set_by_key
and memcached_get_by_key functions invocation, which are thin
wrappers to equivalent function calls from the libmemcached
shared object. This heavily suggests the root cause would not
have stemmed from libmemcached-libmemcached-perl but some
dependency. However, I haven't identified any seemingly
relevant change in the history of upload in the relevant time
period in debian-devel-changes mailing list archives.

I agree with closing. It's always possible to reopen or start
anew in case new issues were to crop up.
