Typically we would add it to LIBS in the WriteMakefile section, i.e.
https://salsa.debian.org/perl-team/modules/packages/libimage-scale-perl/-/blob/main/Makefile.PL?ref_type=heads#L259
but in this case, with the untypical Makefile.PL which gathers @LIBS 
beforehand, this seems appropriate / in style with the rest as well.
