Bug#1126352: libgd-perl: dropping Provides on libgd-gd2-perl, libgd-gd2-noxpm-perl makes rdeps uninstallable

The new version of libgd-perl in unstable dropped some very old Provides 
on libgd-gd2-perl and libgd-gd2-noxpm-perl, which seem to be names that 
were used before 2013. It seems that this was previously attempted in 
2020.

Unfortunately, the situation doesn't seem to have changed since #966498 
in 2020, and several packages still have Build-Depends, Depends or 
Recommends on those obsolete names, resulting in the new libgd-perl 
being unable to migrate to testing.

I would suggest:

1. putting back the Provides, again;
2. doing a usertagged mini mass-bug-filing against packages with a
   dependency relationship with the obsolete names, asking for them to
   replace the dependency with libgd-perl (as they should ideally have
   done in 2013)

After the affected packages switch to the libgd-perl name, the Provides 
can (finally) be removed.

- circos
- ircmarkers
- lcov
- libbarcode-code128-perl
- libbio-graphics-perl
- libcatalyst-view-gd-perl
- libchado-perl
- libdata-stag-perl
- libtemplate-plugin-gd-perl
- libtfbs-perl
- otrs2
- shanty
- signing-party
- tirex
- wml

(I've included Recommends in this list because a broken Recommends is a 
RC bug, as per Policy §2.2.1, so packages with only a Recommends should 
be included in the mass bug filing.)
