As mentioned in https://lists.security.metacpan.org/cve-announce/msg/41903267/

I think we should try to find a way to release forky without the
module and so filling it as RC level. I know that will impact some
reverse dependencies which maybe can move away from it?

Worst case oward forky release we could mark it as forky-ignored and
try again for duke.
