This is currently considered a src:perl regression.  I assume it regressed with 

  https://github.com/Perl/perl5/commit/1eab73a91a97030ed9ce247321dea85de835f830

but I doubt there's anything to fix on that side.  I didn't investigate
much though. Feel free to reassign of course.

Possibly just redirecting stderr also in the './Build' phase of
debian/tests/pkg-perl/smoke-setup is enough to fix this.
