Hi,

I was debugging a britney2 issue and discovered that the autopkgtest of 
libhttp-tiny-perl is flaky on our loong64 hosts. I checked the failing 
test and it seems to be a test that connects to the internet. Because 
our network on the loong64 hosts isn't reliably, we run autopkgtest 
there with the --needs-internet=skip option, but that didn't help 
because the test isn't marked with the needs-internet restriction.

I noticed there are the NO_NETWORK=1 variable in [1] so I guess it was 
already intended to not run network tests. Please fix the situation one 
way or another.
