   * Import upstream version 2.59.
   * Remove debian/libxml-parser-perl.doc-base.
     Also remove debian/rules parts for installing the files.
     Thanks to Terry Roy for the bug report. (Closes: #1142754)
   * Install new upstream documents.
   * Add new build and runtime dependencies.
   * debian/copyright: add new third-party file.
   * Drop patches which were taken from upstream Git repo.
   * Update years of packaging copyright.
   * Declare compliance with Debian Policy 4.7.4.
   * Remove «Rules-Requires-Root: no», which is the current default.
   * Remove «Priority: optional», which is the current default.
   * Convert debian/watch to version 5.
   * Set upstream metadata fields: Security-Contact.
   * Drop unneeded version from libdevel-checklib-perl build dependency.
   * Ignore new tests which test a vendored module we ignore.
