well, it sounded to me that both writing down a draft on the website
page was a good start, discussing further additions on IRC + on the list
as you've probably seen in the first mails.

Indeed, that was my point when I started the developer section of the
page, and I'm not sure we need something more official right now. (I
don't have any preference over the build system, BTW, as long as we
don't use yada ;-)).

Because of policy 5.6.2. Maintainer is a single-value field.
