The libgphoto2 Debian README [0] says:

  "This version of libgphoto2-installs udev files in
  /etc/udev/libgphoto2.rules to allow camera access to all members of
  group 'plugdev'."

However, I see no such rules (/etc/udev/libgphoto2.rules) installed on
my system:

The real problem I'm facing is that udev is not creating the proper
permissions on the USB camera device, preventing me from accessing my
camera as a normal user, ala bug #586988.  However, the reporter of
#586988 seems to indicate that the libgphoto2.rules is present on
their system, so I assume I'm actually facing a different bug.
