Err, that's /lib/udev/rules.d/60-libgphoto2-2.rules now.
So I guess this is just an out-of-date-documentation issue. Mangling the bug
accordingly, and fixing it.
Can you check you have it?

That bug is about a previous version of libgphoto2, where udev was treated
differently (and was in /etc/ indeed).
