In the future, please use the debian bug tracking system to report bugs
in the debian packaging of darktable. But also please verify those
issues stem from debian and not ubuntu or mint. In particular the
version you mention no longer exists in Debian.

For what it's worth, the current version in Debian unstable has
"opencl=true". But I suspect this won't be enough by itself to enable
opencl.

As long as there is no usable dfsg-free opencl drivers, I'm not really
motivated to figure this all out, but I'd be willing to accept patches
to the package that don't depend or recommend non-free packages.
Perhaps even a documentation patch would help.
