Well, no. They need to be tested (read "rebuilt") to not FTBFS against the
new version [1].
If they do FTBFS, changes need to be made to source package to fix the
issues.
Then the new openjpeg version gets uploaded to unstable/sid and the
affected packages get {bin}NMU-ed, iirc.
