[Pkg-phototools-devel] Bug#725977: openjpeg: does not care about DEB_BUILD_OPTIONS/CFLAGS

Hi,

debian/rules gives an illusion that DEB_BUILD_OPTIONS and EXTRA_CFLAGS
actually do something, but they don't. Please fix the package - a few
Makefile.ins need to tweaked to respect CFLAGS  and, while at it, CC.
