piuparts isn't the problem. piuparts is just telling you that there is a
bug in your package libsane-dev, because it needs:

Depends: libgphoto2-dev

The problem isn't in libgphoto2 either.

Transitional packages are used to ease upgrades in stable, NOT for
papering over cracks in libraries in sid.

This is pointless because 783909 is bogus. It would be better to merge them
or close this one.
