For importing an upstream tar please always use
gbp import-orig --pristine-tar <your_tarball>
which creates a pristine-tar branch. You can re-do this and ignore
the warning about existent upstream tag.

The changelog owner and the Uploaders field should be *identical*.

It is what it says - you need to add a proper license. If you do
not understand the lintian warnings use `lintian -i`. I recommend
$ cat ~/.lintianrc
color=always
display-experimental=no
display-info=yes
pedantic=no
## show-overrides=yes

The latest policy version is
Standards-Version: 3.9.8

Remove this file and put the information into debian/copyright.

Write a manpage.

I think that's connected to the "NMU" question...
Hope this helps - please keep on asking on list in case you need
further help.
Kind regards
Andreas.
