[Pkg-phototools-devel] Bug#864012: lepton: Upstream requires sse4.1 in Intel platform which is not available in all build machines

lepton requires sse4.1 to build with vectorization. However, not all
build machines (ex: binet) support sse4.1. If lepton is built in these
build machines, test cases will fail due to "Illegal instruction" [0].
