Okay.

I would suggest
[1] Request/get "phototools-team" group
[2] Set some admins
[3] Add users to project
[4] Migrating git repositories to be done by the respective package
maintainer(s).
(import.sh from
https://salsa.debian.org/mehdi/salsa-scripts/tree/master has worked
very well for me.)

[5] Ask for migration of pkg-phototools-devel at lists.a.d.o and let
pkg-phototools-commits at l.a.d.o die.

I can do [1] and [2], and because the contact mail was forwarded also
[5]. Regarding admins I /guess/ out of the 8 alioth
project admins only a couple are still active:
Florent Bayle                inactive
Bernd Zeimetz                inactive
Cyril Brulebois              inactive
Sebastian Harl               Uploader for pfstools/enblend-enfuse
Emmanuel Bouthenot           Uploader for a couple of packages
David Paleino                inactive
Matteo F. Vescovi            very active
Herbert Parentes Fortes Neto very active

How about adding the active ones above as "owner"? Is this list even
correct? (I would appreciate doublechecking.)

Regarding [4] I guess non-owners would need to be setup as "Developer" for
useful access. I guess the migration might be a good point in time to
weed out inactive users. How about requiring at least a signed "please
add me" mail (or a request via salsa's frontend).
