Bug#1023604: "License" tab in About window needs nonexistent /usr/share/hugin/xrc/data/COPYING.txt

Upon opening the "About" window, an extra window popping up, complaining:

   21:00:01: can't open file '/usr/share/hugin/xrc/data/COPYING.txt' (error 2: No such file or directory)
   21:00:01: File couldn't be loaded.

And sure enough, the License tab in the About window is empty. I assume this
is the result of the Debian build system attempting to avoid the situation
where user systems have a bajillion near-identical COPYING.txt files on them.
But I think we need this one. :)
