netpbm-free ready to upload

Hi Andreas,

do you think it is time for a next upload to new?  Otherwise
I'm tempted to revert

  * Unversioned development package (Provides: libnetpbm9-dev, libnetpbm10-dev)
    Closes: #1007984

to fix at least those other bugs that were fixed in changelog.
There is also another new upstream version but I'm hesitating
to upgrade before the current code has passed new.
