Bug#1065354: jpeg-xl: #1065354: Updated patch to 0.10.2

Mathieu,

I think we should ask the Debian Release Team for permission to do the
jpeg-xl 0.10 transition now. Do you have time to work on this soon?

I did a team upload yesterday to Experimental to include the security
update requested in https://bugs.debian.org/1088818 and also include
the Ubuntu fix to use gcc-13 on some release architectures.

There is also a jpeg-xl 0.11 but given the complexity of getting build
and autopkgtests working for the 0.9 and 0.10 series, I think we
should get 0.10 into Unstable before trying to upload that version.
