yes, the patch does not apply anymore. The package existed in
experimental (see, e.g. snapshots.debian.org) but was removed last
November to get jpeg-xl 0.8 into experimental (that was an actual
release although the version number in upstream git switched to 0.9
already earlier and did not provide jpegli, since jpegli was introduced
only from version 0.9 on) instead of that snapshot of jpeg-xl 0.9. This
bug is in so far still relevant, as it provides a reminder to not
resurrect the parts of the old packaging that introduced jpegli without
bumping the provides to the correct corresponding version of
libjpeg62-turbo.
