Bug#1074530: jpeg-xl: Consider dropping architecture restrictions for autopkgtests

disabled autopkgtests on s390x and some ports architectures (which I
don't think make use of debci or similar currently).

I was able to successfully run the autopkgtest on Ubuntu's s390x:

dh_auto_test runs successfully on all release architectures too.

Therefore, I suggest removing the Architecture line from debian/tests/control.

This should allow jpeg-xl to benefit from the autopkgtest "bounty" and
be eligible for migration to Testing in 2 days instead of 5 days.
