Taking over waili into Debian Phototools team maintenance

Hi,

while the time_t transition was happening the package xmorph was removed
from testing due to bug #1063064.  While this was not a problem of waili
just a transition side effect I had a short look into waili.  I realised
that it is not yet maintained in a Git repository on Salsa.  Since it is
obviously related to phototools I would love to put it under team
maintenance inside the Phototools team.

Please let me know whether this is OK for you.  In case you might be not
interested into the package any more (last upload of you was nearly 10
years ago) and I do not hear from you in the next two months I assume you
agree with the suggestion.
