Please remove fotoxx on armel and armhf at the same time that you
remove libchamplain on armel and armhf.

libchamplain is not compatible with our 64-bit time transition.
Upstream developers prefer
that apps switch from gtk3+libchamplain to gtk4+libshumate.

fotoxx's libchamplain integration is heavy enough that it seems
simpler to just remove fotoxx on these architectures than to attempt a
complicated patch. fotoxx has no reverse depends so this is minimally
disruptive.
