Forcing of gcc-14 was first done for ppcel and then for riscv64:
9e1525e07fc2 ("d/rules: Use g++-14 on riscv64 for now")
111bd4f13008 ("Force use of GCC 14 on ppc64el to work around codegen issue")

and that should've been fixed by this PR (from 5 days ago):

It actually seems to talk about RISC-V, so maybe both issues are fixed?
That commit is NOT part of the 1.4.0 release (though).
