Debian NEW: possible transition for openjph 0.28.1-1 — please confirm

Our system has detected the upload of openjph 0.28.1-1 as being a transition risk: it drops binary packages that other packages in unstable still depend on. A change like this normally needs to be coordinated with the Release Team and uploaded to experimental in the meantime.
