[pkg-php-pear] New version of php-db ready for upload

Hi Thijs, Ondrej,
I've worked a bit on php-db yesterday and today. I've switched the
package to use Git instead of SVN (but the SVN history is still there,
converted, thanks to git-svn). Could you please have a quick look (or
not), and let me know if you think it's fine if I upload? IMO, the
package was quite updated, and needed some refresh. We only have a
single reverse dependency for this package, which is smbind, maintained
by Giuseppe (who is Cc: to this mail).

I don't think that the other bug reports are relevant to this package,
and I believe they could all be closed. Do you agree?
