[pkg-php-pear] Greetings

Hi everyone,

My Name is Ruben Rubio Rey and I would like to start collaborating with
Debian. Considering my experience, it might be a good starting point to
work with pear packages.

I am willing to start maintaining one of the orphaned packages, the PHP
Code Sniffer.
