[pkg-php-pear] Orphaning php-codesniffer

Hi,

It's been now more than a month that I have tried to get in touch with
Jack Bates, the old maintainer of php-codesniffer. Since he didn't
reply, I have NMU a newer version of php-codesniffer. I would like to
adopt the package now, using the PKG PHP PEAR team as Maintainer.

Please orphan php-codesniffer *now*, so we can take over.
