[pkg-php-pear] [Reminder] Moving php-http-request2 packaging to pkg-php-tools (and pkg-php repository)

Because of my job i haven't any time do things like that at the moment.
I've planned that for the 14. December[1] but i'm fine with it if any
other will do that.
