Even if it looks ancient, it seems a bit sad to forget about the
existing history:

/usr/share/doc/php-date/docs/TODO looks useless for our users.

Why not use ${phppear:description}? (If you believe the current one is
better, maybe at least fixing s/php/PHP could worth it).

You could have one d/copyright stanza only: it’s always the same
license, and you’re allowed to gather all relevant copyright notices.

Besides these details, the package looks fine for an upload, feel free
to fix any, all, or none of them and ping me back when you want me to
upload it.
